Project Overview

Construction Monitoring and Administrative Services were performed to monitor all construction activities to HUD standards for the 9 story, 121,456 sq. ft. 104 unit construction project.

Services included the full range of Owners Representative services including:

  • Monitoring construction progress
  • Schedule and requisition review
  • Monthly progress reporting
  • Attending project meetings
  • Tracking issues and change order process
  • Change order verification and cost estimating
  • Quality control field inspections
  • Monitor shop drawing process
  • Testing and inspection procedures
  • Progress monitoring and reporting on delays or issues which may cause delay
  • Deficiency reporting and monitoring of deficiency resolutions
  • Monitoring construction progress

The completed William T. Rowe Apartments consists of 78 units of affordable housing, 32 of which are supported by Project Based Section 8 subsides and 46 are public housing units supported by ACC subsidies.The remaining 26 units are unrestricted market rate housing priced to be attractive to people working in the hospital district.

The redeveloped property also contains program space for residential supportive services on the ground floor as well as onsite management offices and a 2,500 sq. ft. retail bay.
