Project Overview

DTC provided construction monitoring and quality cost control services for this mixed use development project which consists of a 60,375 sq. ft., four story steel and wood frame commercial and residential buildings.

Elm City Communities purchased a commercial site in the West Rock neighborhood. This site, adjacent to the West Rock Redevelopment Project, calls for the development of 475 new housing units and will include 9,000 square feet of commercial space, 2,000 square feet of support services space and 47 units for seniors.

The site is the gateway to the newly revitalized West Rock community and provide interfacing with the Southern Connecticut State University community.

The first floor consists of retail and office space with community room, lounge, computer and counseling space as well as administrative offices. Forty-seven residential elderly and disabled apartments are located on the upper three stories. The project’s site planning includes 78 parking spaces with one van accessible and nine handicapped parking spaces.

Funding for the project is provided by tax credit financing through the Connecticut Housing Finance Authority. The developer is The Glendower Group, Inc.
