Murali Atluru, PhD, PE, Chairman Emeritus


Dr. Murali Atluru, P.E. established DTC in 1979 with the intent of creating a working environment that would stimulate the creativity of his professional staff by providing projects that were interesting and relevant. Over the past 30 years, Dr. Atluru has guided DTC to a 15% annual growth rate and was personally honored by the U.S. Small Business Administration by being named Region I Minority Small Business Firm of the Year for 1999. Dr. Atluru holds a PhD in Environmental Engineering from West Virginia University and is a member of the American Society of Civil Engineers, the Water Environment Federation, the Board of Trustees for the Connecticut Community Technical Colleges and the Board of Directors Greater New Haven Chamber of Commerce.
 

Leela Atluru, Chief Financial Officer


Mrs. Atluru has led the firm’s office administration since 1979. Her responsibilities include payroll, financing and insurance, as well as the administration of personnel and employee related issues. She holds a Bachelor’s Degree in Biological Sciences and Chemistry and has been closely associated in several areas of the firm’s activities, such as pollution control projects involving environmental impact studies of development and construction activities on inland and coastal wetlands flora and fauna.
 

Shay Atluru, President & CEO


Mr. Atluru has been with DTC since 1991 and founded the firm's construction management division, which provides design/build, construction administration, construction management and program management services to the military. He has participated in the design management and construction of more than $500 million in construction value in a wide variety of construction media including housing, facilities, treatment systems, infrastructure, and environmental systems. Mr. Atluru holds a B.S. in Engineering and Business Administration from Vanderbilt University and is a member of the American Society of Mechanical Engineers, Society for the Marketing of Professional Services, Society of American Military Engineers and the Construction Institute.
 

A. Graham Curtis, PE, LEED, Chief Operating Officer


Over the past 20 years, Mr. Curtis has worked closely with private and government clients on a diverse mix of civil engineering projects. He has been with DTC since 1995 and is responsible for all aspects of engineering design including studies, site permitting, construction documents, bid assistance and construction administration. Mr. Curtis, a Registered Professional Engineer, holds a M.S. in Civil Engineering from the University of Connecticut and is a member of the American Society of Civil Engineers and the Connecticut Society of Civil Engineers.
 

B. Cory Attra, Executive Vice President, Construction


A former U.S. Navy Civil Engineer Corps/Seabees Officer, Mr. Attra joined DTC in 2009 with more than 27 years of experience in the design / build, engineering and constructor industries. His career has included progression through trades, equipment operation, crew leader, Project Engineer, General Superintendant, Project Manager, Business Unit Manager, Business Development Manager, Construction Manager, General Manager, CFO, and President. His background includes work with publicly traded and private equity firms as well as commercial, industrial, residential, institutional, State and Federal clients.

Mr. Attra served on active duty in the U.S. Navy from 1982-1989 and was reactivated as a Reservist in 1991 in support of Operation Desert Storm. He holds a BSCE from Virginia Military Institute and a MBA from Columbia Business School. He is a registered Professional Engineer in Connecticut, New York and Texas and is a licensed Major Contractor Connecticut. Joel S. Miller, Senior Vice President, Program Development


Mr. Miller oversees all corporate marketing and business development initiatives for DTC's design and construction divisions. He has been affiliated with the DTC family of companies since 2000 following six years in the advertising and public relations fields. He has more than 20 years of military, professional services, marketing and business development experience.  A co-author of DTC’s Corporate Strategic Plan, Mr. Miller has significantly contributed to the firm’s exponential growth since 2005. He has continuously displayed an understanding customer needs and what it takes to secure work and serve our clients.

Mr. Miller served on active duty in the U.S. Navy from 1988-1994 and is a veteran of Operation Desert Shield/Desert Storm, Operation Provide Promise, Operation Deny Flight, Operation Sharp Guard and Counter-Narcotics operations in the Caribbean Sea, Central America and South America. He holds a B.S. from the University of Florida and is a member of the Society of American Military Engineers, the U.S. Naval Institute and the U.S. Navy Reserve. Mr Miller is also a volunteer with the SEAL Recruitig District Assitance Council.

 

Col. Francis X. "Frank" Kosich, (ret.) Vice President, Federal Programs


Col. Kosich joined DTC after retiring, as a Colonel, from the U.S. Army in 2008 to head the firm’s Federal Programs division. Executing complex operations involving intricate business plans, managing multi-million dollar budgets, leading large organizations, working in chaotic environments, and creating stability in turbulent situations are the hallmarks of his 29-year military career. He is recognized as an astute tactical and strategic thinker with a bias for action who has made significant contributions to the attainment of shared, corporate goals, Col. Kosich is accustomed to working directly with senior executives, state and federal partners, elected officials and their staffs.

Col. Kosich served on active duty in the U.S. Army from 1977-2008 and is a veteran of Operation Restore Democracy, Operation Uphold Democracy and Operation Iraqi Freedom. He holds a B.S. in Mechanical Engineering Technology from Temple University, a M.A. in Procurement and Acquisition Management from Webster University, and a M.A. in Strategic Studies from the U.S. Army War College. Col. Kosich is active in New Britain's St. Ann Parish.
